The NMFA

The New Mexico Finance Authority (NMFA), created in 1992 with passage of the New Mexico Finance Authority Act (Chapter 6, Article 21, NMSA 1978), assists qualified governmental entities with affordable financing of capital equipment and infrastructure projects by providing low-cost funds and technical assistance.  The emphasis of our programs is on capital projects with a useful life of 3 years or longer.  The NMFA is a state instrumentality which operates under rules and regulations approved by the NMFA Legislative Oversight Committee.  Our Board of Directors is comprised of 12 members, including 4 state cabinet members and other appointed and standing members with experience in capital finance, governmental planning, and local government.

Funding Sources

The NMFA assists qualified governmental entities in the financing of capital equipment and infrastructure projects at any stage of completion – from pre-planning through construction – by providing low-cost funds and technical assistance through its five main financing sources:

The  Water Trust Fund (created in 2001) is also administered by the NMFA, and the NMFA provides staff support to the Water Trust Board which oversees this fund.

As of June 30, 2003, the NMFA has financed more than $627.1 million in capital projects across New Mexico, from all of its funding programs.
