The Primary Care Capital Fund (PCCF) was created in 1994 as a revolving
fund in the State Treasury to provide loans and other financial assistance
for the repair, renovation,
construction, or expansion of primary care health clinics, as well as the purchase of capital equipment in health-care under-served areas
of the state. This program,
jointly administered by the New Mexico Department of Health (DoH) and the
NMFA, is designed for primary care facilities with less than $10 million
in assets. Loans
are provided at a flat 3% interest rate for 15 years.
PCCF applications are reviewed by a panel consisting of NMFA and DoH
staff, with the NMFA taking responsibility for credit analysis and the DoH
taking responsibility for programmatic analysis and eligibility.
Upon joint recommendation by this panel, successful applicants are
referred to the NMFA Finance/Loan Committee and thence to the full NMFA
Board for final approval.
Since the inception of this program, the PCCF has
funded 13 projects totaling approximately $5.72 million.
