Project Revolving Fund (PPRF)
The Public Project Revolving Fund (PPRF) was created
in 1992 as a revolving loan fund to provide low-cost financing for capital
projects with a useful life of 3-years or more.
PPRF financing provides borrowers with access to AAA-insured, tax-exempt rates – the same rates enjoyed by the
State of New Mexico itself – because the PRRF is funded with
governmental gross receipts tax (GGRT) revenues.
Additionally, the fund is replenished with loan repayments as well
as proceeds from pooled tax-exempt bonds. NMFA’s in-house staff of financial experts works
closely with each borrower, offering loan-structuring flexibility and
coordination with other funding sources.
Funding from the PPRF does
not take away the freedom of local entities to purchase what they want.
Rather, the PPRF simply facilitates a borrower’s capital
improvement plans through affordable, flexible financing. The New Mexico Legislature and the NMFA Board of Directors have implemented new PPRF features in recent years in order to further pass along the benefits of this successful financing program to borrowers. These enhancements expand the ability of the PPRF to meet the varied capital needs of local entities throughout the State, and can even provide better-than-market rates for some borrowers.
